Want that touch screen ripple effect for Google Chrome? Well RippleMe is exactly what you're looking for.

TIP: If you're using a touch screen tablet I recommend getting chromeTouch (not by me). chromeTouch makes scrolling easier, and faster. Even on a laptop.

I tracked down the problem, and it turned out to be RippleMe. I disabled it,and that solved the problem. Looks like RippleMe needs to be updated for the latest Chrome update.
