Portal Improvements

Private Office portal extension.
makes interface changes on exactly 4 pages of the overall portal, adding features that enhance the impression of look and proficiency and that can be tested to later be added to official portal
also alerts several warnings that are usually unnoticed on the portal.

This extension:
1) gives alert on several things that need ASAP attention, like budget pols etc.
2) policy number is now a link to the policy that works better for sharing
3) adjusts the comment section sizes, and makes the add comment unscrollable
4) adds comment prompts
5) adds hints for word tracks under buttons like policy cancel, remove eft, apply pmt extension etc...
6) shows if policy is on a pmt extension
7) adds balance and fee calculation assistant on reissues
8) adds percentages for vehicle premiums
9) adds button to e-mail payment schedules
10) adds multiple other tiny improvements
