The reason is that resizing tends to work best for small images/fonts when the scaling is in whole fractions of a power of 2, such as whole fractions of 8ths. These: 1/8, 3/8, 5/8, 7/8, have decimal representations that end in 0.5. So, we would need to specify 12.5%, 37.5%, 62.5%, and 87.5%.
