As part of improved performance, many websites store metadata or configuration information on local cache to avoid the server requests. Salesforce caches page layouts, lightning web components, etc.
While doing development, the cache need to be cleared manually to get the latest changes from server.

I used click and clean before and other privacy extensions, but they do not get rid of everything. I use them and still have chache and some cookies left, but with this, almost everything is gone.
