A visual fix for the graphic display and aims to improve functionality when using the web application.

Adds the ability to enter the hour and minutes for when the Evening Twilight will occur and the hour and minutes for when the weather will expect to deteriorate. From there, a change will occur on the Talon Ops Graphical page time headers at the time night or bad weather will occur based on the user's input.
Also removes activities that have been "Ramped In", may require a page refresh for the change to take effect, this can be done by pressing the refresh button on the Browser, or by pressing the "filter" button on the web page.

Plane-count, inspired by Moncton Flight College: Talon Mods - count resources serviceable and total at base
Warning triangles when aircraft have a certain time remaining on them
Aircraft priority, allows user to click on button to retrieve priority from Talon function, then creates a hidden div to body as default resources divs update to default state upon filtering. Once divs are created, they loop through each of the resource divs and add an element to display the priority for dispatchers to assign.
