Features:
- Hotkey (ALT + P) for toggling pencil
- Button (ALT + P) and hotkey for toggling body lock to stop the page from acidental scrolling

Currently only works on Windows.

- (2023-05-17) Pete Soloway: Thanks for making this! The hotkeys are currently broken for me (Chrome 113.0.5672.93 on Windows 10). Hope it's an easy fix, because I don't get why there's no stock keyboard shortcut for the pencil!
