Gartic Cellulart for Gartic Phone

Gartic Cellulart adds the following functions / tools to Gartic Phone:
- Timer: A digital timer in the top-right will count down the number of seconds remaining in the phase
- Reference Images: A file upload box in the bottom right allows you to upload reference images which can be moved about onscreen
- Spotlight: Allows you to download your responses paired with the prompts that inspired them, so you have your performance for that round in one place
- Scry: Shows you who hasn't hit the DONE button yet
- Satellite: Unlocks zero or more Red Tools for people without dignity

The thing with Snowball is that it works like a charm until you reload the site while in a drawing step, in which case it just stops working.
I could not fix this for the life of me, so I made a little window that alerts you when it's gone wrong instead. If you have a fix, please tell me over Discord or directly open a PR.
