Cryover does this by creating exclusive chat rooms for unique Website Titles.
Chats are LIVE and not saved anywhere (not even in our databases).
Update: Cryover Extension 1.2
Uses Webpage's Title as chat topic instead of URL, as URL chat is not efficient method.
