This extension looks for text outside of any existing links on your page, and if it sees anything that looks like a WG21 paper number or issue, it replaces the text with a link to wg21.link to attempt to locate the actual paper or issue.
Additionally, this will do the same with text that looks like a C++ Standard stable name, replacing it with a link to a eel.is/c++draft.
The extension works well with the committee wiki and html-based papers, but unfortunately does not help on pdf-based papers.
