  I make sure to navigate to the IGTV section of the app. I upload a video that is 3 gigs (under 3.6 gigs) to the IGTV section, and wait for the progress bar to go to 100% before hitting Post. At the next page I receive the error "Video is longer than 1 minute. You can upload long videos as IGTV here" and the video is overlaid with the "Failed to post" error message.
