Applies a sticky auto-scroll algorithm to BuildBot log pages.

Automatically follows the output of buildbot log streams. Scrolling around will disable the effect until scrolling back to the bottom of the page. If buildbot sends more output while you're not looking at the bottom of the log, a red bar will display at the bottom of the screen to indicate that there is content you haven't seen yet.
