It effectively filters your GitHub notifications, hiding the star/fork/comments/wiki-spam clogging your feed.
You can choose what to hide for which repository.
Extremely useful for popular GitHub repository owners. Sometimes you don't want to unfollow your own repos because you still want to be notified about issues and PRs, but you really don't care about the 10 stars you get every hour which flood your feed.
