Finally, I had a light bulb moment and I ran Chrome as an administrator, then added the Chromebook Recovery Utility in the browser running as Admin. Now it is going on past the step 3 of 3. Of course nowhere on the instruction did it say run as Admin before it works but that is what I did and it worked for me. I was able to reimage the Chromebooks. Peace has been restored to the Valley of Peace

Beyond its official purpose, I discovered it also works great for burning Ubuntu live USBs – just requires renaming the .iso to .bin first. Really appreciate this utility and hope it remains available.

I had basically given up, but thought it would be kind of funny if this extension could do it when the other reputable utilities could not. Chromebook Recovery Utility easily formatted the USB and successfully created the drive from the local iso with zero issues.
